The Electoral Commission (EC) says Museveni does not need to Show his Papers, He over is Qualified .
The Electoral Commission (EC) has said that certified copies of President Yoweri Museveni’s academic papers which he used for his nomination in the 2016 presidential elections do not require any further verification.
The EC made these remarks while responding to city lawyer, Muwada Nkunyingi who in an August 21, 2020 letter had asked the electoral body to avail him with academic documents that candidate Museveni used to contest in the 2016 presidential candidates as required by the Presidential Elections Act 2005.
In its response, Mulekwa Leonard, who is the acting secretary at the EC wrote that President Museveni’s (then candidate) papers are governed under Section 4 (15) of the Presidential Elections Act, 2005 (as amended).
“It’s states; For avoidance of doubt, if a candidate has an advanced level certificate obtained in Uganda or qualifications higher than the prescribed qualification obtained in Uganda or obtained from the former University of East Africa or any of its constituent colleges, then, there shall be no need for the verification of his or her qualifications by the National Council for Higher Education,” Mulekwa said in a letter dated September 3.
In his letter to the EC, Nkunyingi a member of the National Unity Platform (NUP), had expressed doubt in regard to the propriety of candidate Museveni’s nomination generally as a presidential candidate for the 2016 presidential elections.
But the EC responded: “As to whether the nomination was proper and or legal or legitimate, please note that the particular issue was conclusively canvassed in PRESIDENTIAL ELECTION PETITION No. 01 of 2018 (Amama Mbabazi Vs Museveni, EC and Ors) Supreme Court of Uganda at Page 7 thereof; The Justices inter alia made the following remarks:
“Based on our findings… we find that the 2nd respondent nominated thr 1st respondent as a Presidential candidate in accordance with provisions of the PEA…. Accordingly, we find that there was no failure with provisions of the respondent to comply with… the PEA,” Mulekwa added.
Early this month, Nkunyingi said he would exhaust all legal means to force the Electoral Commission to avail him with academic documents that candidate Museveni used in the 2016 elections.
Nkunyingi said that while giving out candidate Kyagulanyi’s academic papers to lawyer Male Mabirizi, the EC quoted the Access to Information Act and it is the same law he quoted while asking for candidate Museveni’s documents.
“The difference is only in submission. Candidate Museveni submitted his papers in 2016, candidate Kyagulanyi submitted his in 2017. Then why should they delay my request?” Nkunyingi asked.

ESSENTIAL FEEDS IN MILK PRODUCTION
After calving, a dairy cow should be fed 3kg of concentrates (dairy meal) per day depending on individual production. The animals may be challenged further by increasing their dairy meal rations for up to an optimal level.
Dairy meal should be fed after milking so that the cow remains standing until the teat canal closes. This helps to avoid teat infection and mastitis.
Farmers should supplement their dairy cows with yeast either in feeds or drinking water to boost milk production.
Yeast fed to a dairy cow improves feed digestibility, increases feed intake and overall performance and productivity.
Yeast extracts increases the number and activity of beneficial bacteria leading to increased rate of ruminal fermentation and a subsequent increase in net energy.
As more organic matter is fermented per unit time, the animal is able to consume more dry matter which also increases net energy.
As the number of beneficial bacteria increases, there is subsequent increase in microbial protein, which when combined with increased net energy leads to high milk production.
Stimosol Oral is a well-balanced combination of yeast, vitamins, organic acids and minerals.
Mineral supplements should be provided as they are essential in milk production, they improve fertility, reduce incidences of retained placenta and also contributes to development of strong bones in the growing foetus.
Granular mineral salts should be mixed with feeds in a feeding trough or fed with the concentrates. It may be necessary to moisten the granular mineral licks to prevent dusting during licking as this predisposes the cows to respiratory problems.
Provide mineral salts at a rate of 150g for every 5 litres of milk produced, and an extra 60g for every 5 extra litres.
Free lick Intromin Mineral block should be availed at all times. Wholesome drinking water must be available all the time.

BUSOGA DEVELOPMENT AGENDA LAUNCHED
BUSOGA Development Agenda (BDA), a sub-regional development framework has been officially launched in Jinja City.
The BDA framework was proposed by the Busoga Consortium for Development (BCD) outlining the necessary policy and programmatic interventions to drive the socio-economic and political prosperity of the sub-region.
The Agenda was launched by Vice President of Uganda Ssekandi Edward Kiwanuka at the Civil Service College of Uganda in Jinja City.
The ceremony that was hosted by His Majesty the Kyabazinga of Busoga William Gabula Nadiope IV was also graced by the Speaker of Parliament Alitwala Rebecca Kadaga, Busoga Kingdom’s Prime Minister Dr. Joseph Muvawala and his deputies Prof. Dr. Muhamadi Lubega and Osman Noor Ahmed.
The development agenda is structured into 10 pillars with a total of 25 interventions but 5 pillars were launched at the event that include; Commercialising Agriculture, Developing Tourism, Culture and Heritage, Education and skills, Development of Road and Water infrastructure and Sustaining the environment.
The other five pillars include; Industrialisation and Private sector development, Health improvement, Land and Mineral resources development, Urban and Human settlement and Obwa Kyabazinga Bwa Busoga for the return of ‘Ebyaiffe’.
In his speech to guests, Vice President of Uganda Ssekandi Edward expressed apologies from President Yoweri Museveni who was supposed to preside over BDA's launch as a recognition of this concerted effort but national issues cropped up that could not allow him to attend.
The Vice President appreciated His Majesty the Kyabazinga of Busoga for steering the efforts which started with embracing the Consortia initiative and subsequently the formation of BDA.
After his address, Ssekandi officially launched the Busoga Development Agenda 2020/21-2030/31.
The Speaker of Parliament Alitwala Rebecca Kadaga called for government’s intervention to support the Busoga Development Agenda in order to realize the socio-economic transformation in the Busoga sub-region.
His Majesty William Gabula Nadiope IV through Busoga Kingdom’s Prime Minister Dr. Joseph Muvawala registered Busoga’s love to the President of the Republic of Uganda.
He appreciated President Museveni for his passion and effort in the fight against COVID-19.
Regarding pillar 10 in the agenda, Muvawala said ObwaKyabazinga Bwa Busoga will in a weeks-time put a request to the government to implement it by returning properties of OBB.
Present at the function were; some MPs from Busoga sub-region, Kyabazinga Affairs Minister Owek. Babirye Yudaya and Issabalangira Samuel Menhya among others.
