Employer’s Federation describes labour regulations as “draconian”

Employer’s Federation describes labour regulations as “draconian”
The Namibia Employer’s Federation (NEF) is scheduled to meet with the Ministry of Labour today to discuss what it calls “draconian” directives with regard to the retrenchment of employees or salary cuts as the Covid-19 lockdown bites into businesses, cash flows and reserves.
Due to the lockdown and social distancing, the meeting will take place through an electronic platform.
Should the directives be published in the Government Gazette, it would be illegal for any employer to dismiss, retrench or terminate employment or force employees to take unpaid leave, sick leave or annual leave during the time of the lockdown.
Whether these directives will come into force in its current format, depends on the outcome today of the meeting with the NEF.
Contrary to what is transpiring now, the special advisor to the Ministry of Labour, Adv. Vicky Ehrenstein Ya Toivo, last week stated directives in this regard have been compiled in consultation with trade unions and the employers’ federation.
Also, on the agenda for the consultations were practices that will be in place once the economy reopens. It is widely accepted once the lockdown ends and the economy opens, it will remain a painful exercise to get back to full production. Then there is also the uncertainty what the immediate futures holds in the next weeks and months with the spread of the Coronavirus. Flu season is still weeks away for Namibia.
The directives have been through the mill. It has been submitted to the Attorney-General and approved in principle by Cabinet. Legal drafters from the Ministry of Justice are now drafting the final version to be published in the Government Gazette shortly.
According to the directives employers must reemploy any employees who lost their jobs due to Covid-19. After reappointment conditions of service and how it might out of necessity have to change must be negotiated with employees.
Dismissing any worker due to the Covid-19 crisis is in violation of the law.
When employees are served with notices of retrenchment, a four week notice period is usually demanded for the notice to take effect. In the case of Covid-19-motivated notices of retrenchment, the Ministry has now deferred the notices till after the lockdown to allow for negotiations. Negotiations are not possible during the lockdown period.
A period of 28 days after the lockdown has ended is allowed for these negotiations.
If no agreement can be reached between employers and employees, the department of labour, within the ministry can be contacted for mediation and intervention.
According to Ehrenstein Ya Toivo, employees also have the right to leave the workplace if they feel that adequate measures are not in place to guarantee their safety from contracting the virus, as long as they inform the employer about their reasons for not feeling safe.
Regulations for sick leave have also been adjusted and will now make provision for the full period of self-isolation, quarantine and time off work to take care of a loved one who might have contracted the virus.
Extended sick leave benefits are also available through the Social Security Commission.

U.S president has been in open disagreement with some of his officials, finance and health experts on whether to maintain the lockdown or open up. While Trump insists that its important the protect the country's economic decline, challengers also insist openning up will cause a double effect on health and the economy.
Trump has today put up a loud voice and said he will be the one to decide when to reopen the country. "I am in charge of openning the shutdown and all governors will have to follow my lead". Infact he said openning the US economy will happen too soon and with his newly appointed task team, announcement is planned on Tuesday.

Singer and Actress diva Evelyne Lagu says she will support President Museveni forever

Singer and Actress diva Evelyne Lagu says she will support President Museveni forever πŸ‘‡πŸΎπŸ‘‡πŸΎπŸ‘‡πŸΎ
Evelyne Lagu: My name is Nakabira Evelyn also know as Evelyn Lagu (stage name). With a very sober mind I would like to extend my heartfelt appreciation to His Excellence Yoweri Kaguta Museveni, the president of the Republic of Uganda for the altruistic heart.
You all know the situation I was going through before His Excellence ordered for my transfer to Nakasero Hospital where I got a new life.
For the starters, I had spent close to 7months bedridden with heart, kidney and lung complications. My pockets had gone completely dry due to the costly medication and upkeep. My friends, family I tried what they could (I appreciate them too) but stills the bills could not be met. For sure I had completely lost hopes of survival and left everything to God.
When I received a call telling me that president Museveni had ordered for my transfer to Nakasero Hospital moreover he was going to pay the bills, I thought I was dreaming or else it was a mental problem. For certain, I couldn't believe the sudden change of fortune. It was real.
For the days I spent at Nakasero Hospital, I was treated like a VIP. I received whatever I wanted whenever I wanted it and still receiving. My bill totalling close to UGX50,000,000 was paid by president Museveni and he's still paying more because I have not stopped visiting the hospital. He also promised that Nakasero hospital will be my Hospital in case of any illness.
There's a verse in the Bible, (Revelation 18:6), it says "Pay her back even as she has paid, and give back to her double according to her deeds; in the cup which she has mixed, mix twice as much for her."
As a believer I will be hypocritical if don't pay back to the person who gave me another life. I might not be able to payback Mzee Museveni in double but let me give him the little I have. From today I will stand by him and support his government.
The bible again says (Proverbs 19:17), "One who is gracious to a poor man lends to the LORD, And He will repay him for his good deed."
For my brothers and sisters in the opposition, I love you so much. Don't judge me please!
For God and My Country.

by Zoe Russell
John Armstrong spent his entire adult life driven by one thing - getting justice for the murder of his younger brother. Bouncing from one place to another as a lawman, he had never thought much about getting married. But as he settles in a thriving little town in Oklahoma territory and becomes part of a community, he starts to long for a family of his own. When he asks the local pastor to help him find a bride, he can’t even imagine the effect that the woman he's about to meet will have on him and his life.
Emily Watson’s existence is also marked by pain and loneliness. It was the death of her own brother that had motivated her to leave the only life that she had ever known in Boston and try to make a fresh start with a husband she had never met before by becoming a mail order bride. Eager to escape the darkness of her suffering, she hopes to find peace and stability. But the moment she lays her eyes on the breathtakingly handsome, good-hearted lawman who is meant to be her groom, she realizes that her adventure in the west may give her much more than she had bargained for.
Neither expected to fall as deeply in love as they did. When John’s past comes back to haunt them, will it strengthen their commitment to each other or tear them apart?
