Malawi's opposition leader Lazarus Chakwera has won the country's rerun presidential vote, officials say.

Malawi's opposition leader Lazarus Chakwera has won the country's rerun presidential vote, officials say.
He defeated incumbent Peter Mutharika with 58.57% of the vote in Tuesday's poll, the electoral commission announced late on Saturday.
In February, Malawi's constitutional court annulled Mr Mutharika's victory in the May 2019 election, citing vote tampering.
The country was bitterly divided in the run-up to this week's election.
Following the official result on Saturday, Mr Chakwera said his victory was "a win for democracy and justice," adding: "My heart is bubbling with joy."
His supporters took to the streets of the Malawian capital, Lilongwe, sounding car horns and letting off fireworks.
Mr Chakwera is expected to be sworn in on Sunday.
This is a hugely significant moment in Malawi's political history, and is evidence that neither the courts nor the electorate were prepared to be bullied or influenced by presidential power.
The incumbent Peter Mutharika's narrow victory in last year's poll was cancelled by the Constitutional Court after evidence emerged that correction fluid had been used to alter the vote tallies. He then turned to the Supreme Court for help. Judges there came under a lot of pressure but stood firm.
Unlike Uganda, The Malawi Electoral Commission comprises of a Chairperson; a judge nominated by the Judicial Service Commission not the president. And it also comprises of atleast six Commissioners appointed by the President in consultation with all political parties represented in Parliament. The President then appoints suitably qualified persons to be members of the commission and the Public Appointments Committee of Parliament determines their conditions of Service.
So, the opposition win in Malawi starts from the chore foundation and independence of the electoral commission. For Uganda to achive this, there must be changes done in the appointment of the electoral commission

MPs Fell in a Trap by Taking UGX 20 million- President Museveni

MPs Fell in a Trap by Taking UGX 20 million- Museveni
MPs who have taken the 20 million Shillings given to them as part of the COVID-19 supplementary expenditures might be in trouble.
In his address on the update about his coronavirus guidelines, today President Yoweri Museveni condemned MPS for seeking to divert Ugandans from the current war.
“I’m very thankful with Ugandans they have responded but the 20million Shillings by the MPs that caused confusion. It’s bad planning but secondly, there were also legal and constitutional issues involved. It would be morally irreprehensible to give themselves money for personal use when the country is in such a crisis and totally unacceptable to the NRM,” Museveni said.
He added that he met the speaker Rebecca Kadaga and told her that she entered the trap and the best way to extract themselves from it is by not spending the money.
“I agreed with the speaker that they donate the money to the district taskforce where they come from, it will limit the damage. I heard that some of the MPs went and bought things, that’s not good enough. We have a purchaser I have been in the statehouse for 34 years and I have never even bought a toilet paper. Many Ugandans are angry with this and this will be sorted out,” Museveni said.
He added that the only persons who are allowed to purchase for the government are the Permanent secretary's, the Chief Accounting Officer, Town Clerks, Sub-county chiefs and a few others.
“The one who bought on their own, the question is who authorized you to buy for the country? The Auditor-General will come in and audit and say you bought badly so that we sort this. They can pay it back if they spent it wrongly,” Museveni said.
For those who spent money on themselves, the president said, this is not only unacceptable but also criminal.
Museveni again warned politicians against interfering in the distribution of food. He said that all those caught doing so will be dealt with harshly for helping in the spread of the coronavirus.

Employer’s Federation describes labour regulations as “draconian”

Employer’s Federation describes labour regulations as “draconian”
The Namibia Employer’s Federation (NEF) is scheduled to meet with the Ministry of Labour today to discuss what it calls “draconian” directives with regard to the retrenchment of employees or salary cuts as the Covid-19 lockdown bites into businesses, cash flows and reserves.
Due to the lockdown and social distancing, the meeting will take place through an electronic platform.
Should the directives be published in the Government Gazette, it would be illegal for any employer to dismiss, retrench or terminate employment or force employees to take unpaid leave, sick leave or annual leave during the time of the lockdown.
Whether these directives will come into force in its current format, depends on the outcome today of the meeting with the NEF.
Contrary to what is transpiring now, the special advisor to the Ministry of Labour, Adv. Vicky Ehrenstein Ya Toivo, last week stated directives in this regard have been compiled in consultation with trade unions and the employers’ federation.
Also, on the agenda for the consultations were practices that will be in place once the economy reopens. It is widely accepted once the lockdown ends and the economy opens, it will remain a painful exercise to get back to full production. Then there is also the uncertainty what the immediate futures holds in the next weeks and months with the spread of the Coronavirus. Flu season is still weeks away for Namibia.
The directives have been through the mill. It has been submitted to the Attorney-General and approved in principle by Cabinet. Legal drafters from the Ministry of Justice are now drafting the final version to be published in the Government Gazette shortly.
According to the directives employers must reemploy any employees who lost their jobs due to Covid-19. After reappointment conditions of service and how it might out of necessity have to change must be negotiated with employees.
Dismissing any worker due to the Covid-19 crisis is in violation of the law.
When employees are served with notices of retrenchment, a four week notice period is usually demanded for the notice to take effect. In the case of Covid-19-motivated notices of retrenchment, the Ministry has now deferred the notices till after the lockdown to allow for negotiations. Negotiations are not possible during the lockdown period.
A period of 28 days after the lockdown has ended is allowed for these negotiations.
If no agreement can be reached between employers and employees, the department of labour, within the ministry can be contacted for mediation and intervention.
According to Ehrenstein Ya Toivo, employees also have the right to leave the workplace if they feel that adequate measures are not in place to guarantee their safety from contracting the virus, as long as they inform the employer about their reasons for not feeling safe.
Regulations for sick leave have also been adjusted and will now make provision for the full period of self-isolation, quarantine and time off work to take care of a loved one who might have contracted the virus.
Extended sick leave benefits are also available through the Social Security Commission.

A coronavirus suspected patient has died in quarantine in Koboko district.

BREAKING NEWS.
SUSPECTED COVID-19 PATIENT DIES IN KOBOKO
A coronavirus suspected patient has died in quarantine in Koboko district.
The suspect was picked up on Saturday by Koboko District surveillance medical team from her home after developing Covid-19 signs and symptoms such as general body weakness, sore throat, and headache. She passed on before her results were released.
Dr Denis Oloya, the acting District Health Officer, said the woman was picked up from her home in Arabanga Village, Degimba Parish after getting information from the locals.
“On Saturday, the team after getting the information, we were able to arrange the laboratory team, the chipping equipment and transport to go and pick the suspect in her home; we picked her samples and sent to Uganda Virus Institute. But unfortunately, she died in her room,” he said.
Dr Oloya said to avoid risks and exposing people to the suspect, whose status have not yet been known, the medical burial team took it up to bury the body and all those (five in number) who were in close contact with her have been picked up and isolated.
Tracing from her previous health history, Dr Oloya said the woman had a miscarriage some weeks before. “This is why she could have developed some complications after having miscarriage,” he added.
He, however, expressed concern over the continuous entry of foreigners from neighbouring countries such as South Sudan, and DR Congo through some of the ungazetted borderlines which he says will put lives of people at risk.
Currently, Koboko District is isolating 11 people, two of which are Covid-19 suspects. So far, one of the results came out negative. Three Congolese, one south Sudanese and five others came in close contact with the deceased.
Capt Yahaya Kakooza, the Resident District Commissioner, called for calmness among the locals as the district health team and leaders still wait for the results from Uganda Virus Institute.
Uganda has so far confirmed 52 cases of coronavirus and more tests are being carried.

Mbale Hospital Medical Interns Strike Over Absence Of Coronavirus Preventive Gears

Mbale Hospital Medical Interns Strike Over Absence Of Coronavirus Preventive Gears
Medical interns at Mbale Regional Referral Hospital have laid down their tools because what they call negligence of management for their lives. The interns are demanding for protective gears like masks, sanitizers and overalls among other things, which they say are essential in handling suspected corona virus cases.
According to the interns, the hospital management hasn’t taken any initiative to provide them with the necessary gears yet they are at the frontline of interfacing with patients, which exposes them to the corona virus infection. Dr. Romeo Aupale Okidi, the Vice President Uganda Federation of Medical Interns says medical interns are working under very deplorable conditions that endanger their lives.
He says they resolved to have a sit down strike starting Monday until the hospital provides them with the necessary equipment that can protect them from contracting the disease.
According to him, emergency wards like the causality, Outpatient Department and medical emergency ward are not suitable for their work yet they are very crowded, which makes it hard to handle any case of emergency like the COVID19 case.
A source revealed on condition of anonymity that since the interns stopped working on Monday morning, management closed the gates to reduce on the numbers.
“They had to lock the gates. That is how people reduced otherwise we were not managing, we now have to work tirelessly since the students are not here,” he noted. The source also revealed that the medics at the hospital have not been trained on how to handle corona virus cases.
Dr. Emmanuel Tugaineyo, the Director Mbale Regional Referral Hospital confirmed the medical intern’s strike, saying they are right to sit down because they are also scared for their lives.
He says the hospital has started decongesting wards in preparation of any corona virus case.
