-Ruling party NRM created an intimidating atmosphere for candidates and supporters up to election day
-Police storming of FDC headquarters is unacceptable
-Elections were generally peaceful. Candidates carried out 900 campaign events
-Intimidation, harassment & arrest of opposition supporters was reported in more than 20 districts
-Ability for opp candidates to campaign freely was restricted..no legal measures to ensure fair playing field
- It is disturbing to hear that state funds are used to pay supporters to vote for a candidate..reforms needed
-Incumebent having 11 hours of prime time airtime & opp only 4 minutes is not a levelled playing field
-EU Observers say despite delays, Ugandan voters showed remarkable patience to wait up to 4-6 hours
-EU Observers on whether the elections were free and fair: the glass is half full, the glass is half empty
-EU Observers on peaceful dialogue btn all stakeholders: you can take it or reject but we wd be happy if its implemented
-Failure of EC to deliver voting materials in time created unncessary problem with the voting process
- Without democracy you can't achieve much development
-only 2/3 electoral recommendations we made in 2006 & 2011 were implemented, 2016 process has again fallen short
-Electoral Commission has not improved a lot from 2011 failures…EC lacks trust among everybody we spoke to
-EU Observers on opposition annoncing parallel results: uganda’s law is agst announcing parallel election results
