 The NRM is a mass organisation that is on track in implementing policies and programmes in all these manifestos. Each of these manifestos has a theme in tandem with the stages of the country’s progress. The 1996 Manifesto had “Tackling the Tasks Ahead” as the theme, the one of 2001 was “Consolidating the achievements”, 2006 had “Prosperity for All”, while the 2011 Manifesto had “Prosperity for All: Better Service Delivery and Job-Creation”. In the 2016 Manifesto, the central theme and message is “Taking Uganda to Modernity through Job-creation and Inclusive Development”. I have great pleasure to now present the 2016 NRM Manifesto, whose aspirations are to take Uganda to a competitive middleincome country from a predominantly low-income society. In it is the NRM’s plan for the next five years that lays a strong foundation to build on what we have so far achieved. It sets out the best assessment of policies and measures needed to achieve sustainable improvement. National resistance movement 6 M a n i f e s t o 7 I would like to assure our supporters and the whole nation that NRM, which is not a new organisation, has weathered all challenges and will continue to improve the living standards of the people. Uganda today has a more robust foundation than ever before. Backward leadership that lacks vision and ideology is now a thing of the past. Uganda is on the road to development and nothing will hamper that. Through this manifesto, NRM renews its determination to implement the promises that have been made and consolidate the measures and reforms that have already been taken. Anyone who appreciates where we are coming from as a country must find our strides impressive. Uganda must strive to build on this success. 



The NRM has achieved monumental landmarks in all sectors. If we continue at this pace, Uganda shall transform into a middle-income country and we shall be a prosperous nation in the near future. We look back with pride at our exceptional achievements over the decades. We consider NRM to be the trustee and principal guarantor of vision 2040. We want to make Uganda Africa’s gateway. Our manifesto sets out priority areas of focus, which include Strengthening Security, Good Governance and Democracy, Consolidating Growth, Employment and Macro-economic stability; Agriculture, Industry, Tourism, Human Capital Development; Health, Infrastructure Development for Competitiveness, Trade, Sustainable harnessing of Natural Resources, Public and Private Sector Institutional Development, and International and Regional Cooperation. 6 2 0 1 6 - 2 0 2 1 7 It is a right of every Ugandan to understand what their government intends to accomplish so that they are not only able to demand for accountability as well as efficient and effective service delivery, but also participate in the pursuit of these goals. Our strategic goal is to transform Uganda, so this manifesto is basically a diagnosis of our problems and also a prescription for the cure. In it, we simplify for the population our strategic goal, obstacles we have surmounted, what we have achieved and what we intend to do. The NRM is, therefore, seeking a fresh mandate on the strength of its record of performance and unwavering commitment to the welfare of all Ugandans. Our significant and impressive achievements have been made over the last five years under NRM leadership. I present to the people of Uganda the NRM Manifesto 2016 and strongly appeal for support to take Uganda to modernity. You have seen us deliver before; you can trust us with the future. *STATEMENT FROM THE UNITED STATES EMBASSY ON TERMINATION OF COVID-19 DIRECT CASH TRANSFER PROGRAM IN UGANDA*
Since the outbreak of the global COVID-19 pandemic, the United States has provided technical assistance and more than $47 million to help Uganda meet urgent needs in its COVID-19 response.
The United States’ COVID-related assistance includes approximately $10 million for a direct cash transfer program launched by the U.S. Agency for International Development (USAID) in August in partnership with the Ministry of Local Government and the Ministry of Kampala through the international non-profit, GiveDirectly. The goal of this program was to follow international precedent for economic stimulus by providing cash directly to individuals and families who need it most. Specifically, the program intended to support Ugandans who lost livelihoods as a result of COVID-19, who were at risk of food insecurity and faced serious reductions in household nutrition. The cash transfers were designed to support local markets by providing 120,000 Ugandans across six cities 100,000 UGX each month for three months. By September, 47,128 Ugandans were enrolled in the program.
USAID and GiveDirectly worked closely with government counterparts to successfully vet the program through the Cabinet and ultimately to launch the program publicly as part of the Lira City celebration in August. Despite the thorough assessment and approval by Cabinet, in September the NGO Bureau announced an additional review of GiveDirectly’s activities in Uganda, resulting in the program’s suspension.
GiveDirectly addressed the NGO Bureau’s questions, and no irregularities in the cash transfer program or GiveDirectly’s operations were identified. The program has still not been authorized to resume, and no assurances have been provided that authorization by the government is forthcoming. In light of this indefinite suspension, it is now unlikely that the program will meet its original objective, which was to prevent COVID related economic backsliding of the most vulnerable Ugandans. Therefore, we are obligated contractually to terminate the program permanently.
We are mindful that ordinary Ugandans continue to suffer from the socio-economic impacts of the COVID-19 pandemic and that they could greatly benefit from this emergency cash assistance, which has been proven both internationally and within Uganda as a powerful development tool to transfer stabilizing economic relief to recipient communities. We deeply regret that the 120,000 Ugandans identified to participate in this program, along with their surrounding communities, will now not have the opportunity to benefit from it.
The United States is a strong and longstanding partner of Uganda and the country’s single largest donor of development and humanitarian assistance. While deeply disappointed by the reluctance of some elements within the government to support this highly effective cash transfer program, the United States remains committed to supporting the Ugandan people through this challenging time.

I have today led a delegation on behalf of the Inspector General of Police, to purposely meet the Head of the Mbogo Clan and deliver his apologies to him, his family and the wider Mbogo Clan fraternity, over the disruptions caused during the thanksgiving ceremony of the Clan at the clan headquarters in Mugulu village, in Singo.
The IGP carried out a thorough review and evaluation of the incident, and acknowledges the operational lapse which led to the use of teargas that spread and impacted on the congregation and the public.
He extends further apologies in addition to the earlier ones made, regarding this regrettable incident.
He wishes to applaud the head of the Mbogo Clan for his resilient and steadfast leadership during this disruptive incident by the territorial Police.
He further request that all leaders (including cultural leaders) should always involve the Police in programmes such as these
for better coordination during this Covid19 pandemic in order to mitigate the risks of Covid-19 transmission among the entire public.
The UPF would like to use this opportunity to thank the general public for the support so far in the fight against the Covid19 pandemic.

In our efforts to keep Kampala clean, the leadership of the *Lord Mayor His Worship Erias Lukwago* embraced a Project code named Weyonje (Towards Citywide Inclusive Sanitation in Kampala) bringing on board all the stakeholders in the City. The major target under this Project is to facilitate and provide equitable services to ensure a healthy population in a clean, habitable and sustainable environment. WEYONJE inspires individuals to “clean themselves.’’ WEYONJE literally means “Make sure you’re clean’’ or “Clean yourself” or “Be Clean” and it has centered on improved pit latrine construction, emptying and personal sanitation and hygiene related to toilet use. We specially thank the Local Leaders and Community volunteers known as Community Activation Teams for engaging the communities in appreciating this pronounced inventiveness.
The Lord Mayor has spearheaded the initiative together with Development Partners to invest in garbage recycling plants as a lasting solution to solid waste management. Apparently, our collection capacity is still very low standing at only 58% of the garbage generally and moreover at a very exorbitant cost. In a number of Council Meetings chaired by the Lord Mayor, discussions have been held regarding the modalities of building a modern recycling plant at the land we bought at Ddundu in Mukono. We continue to push the Central Government to provide the required funds.
Arrangements are also underway to constructing a chain of modern self-sustaining public places of convenience and already construction of eleven (11) has commenced with support from Bills and Melinda Gates Foundation. Very soon, (seventy) 70 other similar toilets are to be constructed under Lake Victoria Environment and Sanitation Project which will largely target public places and or common user facilities like markets e.g Kasubi, taxi parks and other busy areas.
Note should be taken of the fact that our mandate is restricted to provision of on-site/non sewer sanitation facilities. But we regret to note that National Water and Sewerage Corporation with whom we share the mandate of sewerage in Kampala have only managed to connect 8% onto to the national sewer line and we have only two treatment centres in Bugolobi and Lubigi. We have planned for modern facilities however, it should be noted that the mandate to manage water and sewerage is vested in NWSC.
This sector is largely donor funded and the Lord Mayor has been global trotting to secure funds to these Projects and special thanks goes to; Bill and Melinda Gates Foundation, African Water Association, Water Aid, GiZ, Community Integrated Development Initiative (CIDI), Water for People, Lake Victoria Environmental and Management Project (LVEMP), Gulper Association of Uganda among others.
