In our efforts to keep Kampala clean, the leadership of the *Lord Mayor His Worship Erias Lukwago* embraced a Project code named Weyonje (Towards Citywide Inclusive Sanitation in Kampala) bringing on board all the stakeholders in the City. The major target under this Project is to facilitate and provide equitable services to ensure a healthy population in a clean, habitable and sustainable environment. WEYONJE inspires individuals to “clean themselves.’’ WEYONJE literally means “Make sure you’re clean’’ or “Clean yourself” or “Be Clean” and it has centered on improved pit latrine construction, emptying and personal sanitation and hygiene related to toilet use. We specially thank the Local Leaders and Community volunteers known as Community Activation Teams for engaging the communities in appreciating this pronounced inventiveness.
The Lord Mayor has spearheaded the initiative together with Development Partners to invest in garbage recycling plants as a lasting solution to solid waste management. Apparently, our collection capacity is still very low standing at only 58% of the garbage generally and moreover at a very exorbitant cost. In a number of Council Meetings chaired by the Lord Mayor, discussions have been held regarding the modalities of building a modern recycling plant at the land we bought at Ddundu in Mukono. We continue to push the Central Government to provide the required funds.
Arrangements are also underway to constructing a chain of modern self-sustaining public places of convenience and already construction of eleven (11) has commenced with support from Bills and Melinda Gates Foundation. Very soon, (seventy) 70 other similar toilets are to be constructed under Lake Victoria Environment and Sanitation Project which will largely target public places and or common user facilities like markets e.g Kasubi, taxi parks and other busy areas.
Note should be taken of the fact that our mandate is restricted to provision of on-site/non sewer sanitation facilities. But we regret to note that National Water and Sewerage Corporation with whom we share the mandate of sewerage in Kampala have only managed to connect 8% onto to the national sewer line and we have only two treatment centres in Bugolobi and Lubigi. We have planned for modern facilities however, it should be noted that the mandate to manage water and sewerage is vested in NWSC.
This sector is largely donor funded and the Lord Mayor has been global trotting to secure funds to these Projects and special thanks goes to; Bill and Melinda Gates Foundation, African Water Association, Water Aid, GiZ, Community Integrated Development Initiative (CIDI), Water for People, Lake Victoria Environmental and Management Project (LVEMP), Gulper Association of Uganda among others.
