UGANDAN GOV'T PROPOSES EXPANDING SALEH-BESIGYE TALKS INTO NATIONAL RECONCILIATION PROCESS.

The government of Uganda is considering expanding discussions involving General Salim Saleh and opposition leader Dr. Kizza Besigye into a broader national reconciliation process to address longstanding political divisions following the January 2026 general elections. ICT Minister Justine Lumumba stated that the ongoing talks are intended to scale up to involve additional political actors, historical figures, and civil society members.
Key discussion topics include power-sharing in top government positions, electoral reforms, the torture and disappearance of opposition activists, the return of exiled figures, and human rights violations. The government suggests utilizing existing frameworks like the Inter-Party Organisation for Dialogue (IPOD) and the National Consultative Forum (NCF) to guide the broader engagement. Deputy Speaker Thomas Tayebwa has proposed a cross-party reconciliation team of government, opposition, and Independent MPs to resolve political hostilities within parliament.
